PHILOSOPHY
A
truly free society and the foundation of self-government requires
access to information which presents all points of views. Freedom of
expression encompasses the freedom of speech and the corollary right
to receive information. Libraries and librarians exist to facilitate
the exercise of these rights by selecting, producing, providing access
to, identifying, retrieving, organizing, providing instruction in the
use of, and preserving recorded expression regardless of the format or
technology. Among the Nealley Library faculty and librarians a
conscientious effort will always be made to include resources
concerning all sides of an issue. To insure this philosophy, the
Nealley Library faculty and librarians affirm their acceptance of the
principles enumerated in the Library Bill of Rights and its
Interpretations as adopted by the American Library Association.
PURPOSE
This document
establishes rules and prohibitions that define acceptable use of
computer systems at the Nealley Library, Santa Ana College (SAC). The
primary users of this system are SAC’s students, faculty, and staff.
Primary use of library computer systems is for educational purposes
only. Unacceptable use is prohibited, and is grounds for loss of
privileges, as well as disciplinary and/or legal sanctions under
SAC/Rancho Santiago Community College District (RSCCD)
policies/rules and/or federal, state, and local law.
AUDIENCE and AGREEMENT
All users of this
system must read, understand, and comply with the policies outlined in
this document. BY USING THE LIBRARY COMPUTER SYSTEMS/RESOURCES,
USERS AGREE THAT THEY UNDERSTAND AND WILL COMPLY WITH THESE POLICIES.
Some of the SAC
computing systems provide access to outside networks, public and/or
private. Users are advised that they may encounter material which may
be considered offensive or objectionable in nature or content. Users
are further advised that neither SAC nor RSCCD assume responsibility
for the content of any of these outside networks.
Policies and
regulations of the college, state, and federal law are applicable to
all library computing resources and systems.
RIGHTS
These systems are
owned and operated by Rancho Santiago Community College District (RSCCD). RSCCD reserves all rights to these
systems including termination of service without notice. Users
have rights that may be protected by federal, state, and local laws.
The Library reserves the right to monitor its computing resources to
protect the integrity of its computing systems, resources,
workstations, and facilities.
The Library also reserves the right to block services that do not
promote educational use of the Library computers, so that researchers
will have timely access to the Library catalog, subscription
databases, or other information resources.
The
District and the Library provide information
resources for the use of RSCCD students, faculty, staff, and members
of the community in support of the education, research, academic
development, and public service programs of RSCCD. Access to and use
of these information resources are privileges to be used responsibly.
Unacceptable use is prohibited and is grounds for loss of privilege.
Additionally, disciplinary or legal actions as provided for under
RSCCD Board Policy and federal, state, and local laws may be taken. (RSCCD

ACCEPTABLE USES OF LIBRARY COMPUTER SYSTEMS/RESOURCES
Library computer systems or resources are to be used for bibliographic
searching, verification and processes that support educational
activities.

No
recreational use. Computers are for research purposes. Violators may
be asked to leave.

Librarians reserve the right to limit
the amount of time that a user may occupy a computer.

Librarians
& library staff do not provide technical assistance for Microsoft Office
applications.
UNACCEPTABLE USES OF LIBRARY COMPUTER SYSTEMS/RESOURCES
The
following types of activities ARE NOT ACCEPTABLE
Use of
personal electronic/computer products on library computer systems
Transmitting,
storing, or viewing any illegal, fraudulent, malicious, harassing,
threatening or obscene communications.
Altering or
degrading system software or hardware configurations
Deliberately
concealing or misrepresenting one's identity in electronic
communication
Using Library
computer resources for commercial or profit-making purposes
Violating
agreements, rules or codes set by services subscribed to by the
District
An individual’s
computer use privileges may be suspended immediately upon the
discovery of a possible violation of these rules. Suspected
violations will be reported to Campus Safety and/or the appropriate
SAC administrator. Violations of these policies may result in
disciplinary review and sanctions and may constitute a criminal
offense.
DISCLAIMER
RSCCD reserves the
right to access all content stored on RSCCD information resources.
Neither the Library nor RSCCD are responsible or liable for the loss
of information/data files due to equipment/network/or electronic
transmission failure.
